Insist on request

Answers with the NEW request this makes, decided like any other: it can still wait for an operator, or be refused for who is asking or how full the line is

Let a waiting request through. It goes into the running order once its audio is here
Decline request
Turn a request down. One already in the running order is left there; take it out of the order instead

The party that is on, with its pass, so the console can show the QR code again
Start party
Start a party. A party already on is ended first, which turns its guests away, so there is only ever one pass to scan
End party
End the party. Its pass stops working and every guest who joined with it is turned away on their next request
Join party
Join the party as a guest. Answers 404 for a pass that is unknown, ended or run out, without saying which
